RT’s Bilingual Framing Divergence in the Gaza Crisis on the Axis of Russian Foreign Policy
Rus Dış Politikası Ekseninde RT’nin Gazze Krizindeki Çift Dilli Çerçeveleme Ayrışması
This study examines how RT, Russia's state-funded international broadcaster, framed the Gaza crisis differently across its Russian- and English-language platforms between 9 September and 9 October 2025, employing a comparative framing analysis methodology. The period begins with Israel's strike on the Hamas delegation in Qatar and ends with the Hamas leadership's ceasefire announcement. The thirty-day window of intense diplomatic activity between these two events offers an analytically privileged period in which media framing strategies become particularly legible. During this period, RT published 24 news items on the Gaza crisis in its Russian-language platform and 72 in its English-language platform. This distinction points not merely to a difference in reach, but to a dual-function media strategy that can be characterized as selective silence toward the domestic audience and strategic discourse production toward the international one. The findings of the qualitative framing analysis support this interpretation: Russian-language publications present the Gaza crisis through a limited and implicit frame, whereas English-language publications produce substantially divergent content across the categories of actor designation, attribution of responsibility, and Russia's self-positioning, drawing on normative legitimacy frames and foregrounding multipolar world discourse. Integrating Entman's framing theory with Nye's soft power and Cull's public diplomacy approaches under the conceptual framework of "asymmetric media diplomacy," the study argues that RT's bilingual structure is the product of an integrated communication strategy that simultaneously serves Russia's foreign policy objectives.
Bu çalışma, Rusya’nın devlet destekli uluslararası yayın kuruluşu RT’nin 9 Eylül-9 Ekim 2025 tarihleri arasında Gazze krizini Rusça ve İngilizce platformlarında nasıl farklı biçimlerde çerçevelediğini karşılaştırmalı çerçeve analizi yöntemiyle incelemektedir. Söz konusu dönem, İsrail’in Katar’daki Hamas heyetine yönelik saldırısıyla başlamakta ve Hamas liderliğinin ateşkes açıklamasıyla son bulmaktadır.
