From Three Camps to Hybrid Structures: The Normalization of Racist-Far-Right Politics in Austria

Üç Kamptan Karma-Hibrid Yapılara Avusturya’da Irkçı-Aşırı Sağcı Siyasetin Normalleşmesi

This article examines the normalization of far-right politics in Austria. The main argument of the article is that the three ideological camps that define Austrian politics have transformed into hybrid forms under the influence of the rise of far-right ideology. Austria's political life has been shaped by three main camps since the end of World War II: the Socialists (SPÖ), the Conservatives (ÖVP), and the German nationalists (FPÖ). After World War II, far-right ideology, which was excluded from political life and surrounded by a security barrier (cordon sanitaire), gradually returned to the political arena. During this process, the FPÖ became a significant actor representing the far right and dominating Austrian politics. Although the FPÖ has been part of Austrian politics since its founding in 1956, the normalization of far-right political ideology in Austria began in earnest in 1986, when Jörg Haider assumed leadership of the party. Under his direction, the FPÖ significantly increased its electoral support, ultimately joining a coalition government in 2000. This study examines how mainstream parties in Austria, such as the SPÖ, ÖVP, and the Greens, adapted to far-right ideologies to maintain their vote shares and bases, leading to the emergence of a "hybrid-mixed" order in which the traditional ideological lines of the three camps have blurred. This study uses qualitative and historical analysis methods to examine the transformation and normalization of far-right politics in Austria through historical events, political developments, and party dynamics. In this context, the ideological and political transformations of Austria's mainstream political parties are critically analyzed through the statements of party leaders and officials, as well as party policies.
Bu makale, Avusturya’da aşırı sağ siyasetin normalleşmesini incelemek-tedir. Bu çerçevede makalenin ana iddiası, Avusturya siyasetini belirleyen üç ideolojik kampın aşırı sağcı ideolojinin yükselişinin etkisi altında karma formlara dönüştüğü iddiasıdır. Avusturya’nın siyasi hayatı İkinci Dünya Savaşı sonrasında bu üç ana kamp tarafından şekillendirilmiştir. Bu kamp-lar: SPÖ (Sozialistische Partei Österreichs-Avusturya Sosyalist Partisi), ÖVP (Österreichische Volkspartei-Avusturya Halk Partisi) ve Alman milliyetçisi FPÖ’den (Freiheitliche Partei Österreichs-Avusturya Özgürlük Partisi) oluşmaktadır. İkinci Dünya Savaşı sonrasında siyasi hayattan dışlanan ve etrafı bir güvenlik bariyeri (Fr. cordon saniteire) ile çevrelenen aşırı sağcı ideoloji, zamanla siyasi arenaya geri dönmüştür. Bu süreçte FPÖ aşırı sağı temsil eden ve Avusturya siyasetine yön veren önemli bir aktöre dönüşmüş-tür. FPÖ, 1956'dan beri Avusturya siyasetinde yer almasına rağmen aşırı sağ siyasi ideolojilerin Avusturya siyasetinde normalleşmesi, 1986 yılında Jörg Haider’in FPÖ liderliğini üstlenmesiyle başlamış ve FPÖ hızla oy oranı-nı artırarak 2000 yılında koalisyon ortağı olmuştur. Bu çalışma Avustur-ya’daki SPÖ, ÖVP ve Yeşiller gibi ana akım partilerin oy oranlarını ve ta-banlarını korumak adına aşırı sağ ideolojilere nasıl uyum sağladığını ve bu-nun sonucunda üç kampa dayalı geleneksel ideolojik çizgilerin bulanıklaştığı bir "karma-hibrit" düzenin nasıl ortaya çıktığını incelemektedir. Makale nite-liksel ve tarihsel analiz yöntemini kullanarak Avusturya'da aşırı sağ siyase-tin dönüşümünü ve normalleşmesini tarihsel olaylar, siyasi gelişmeler ve parti dinamiklerini inceleyerek ele almaktadır. Bu çerçevede Avusturya’daki ana akım siyasi partilerin ideolojik ve siyasi dönüşümleri, partilerin liderleri, parti yetkililerinin açıklamaları ve parti politikaları üzerinden eleştirel bir şekilde analiz edilmektedir.
